Where We Are Now: Phase 4 Planning

We're currently in the fourth of five phases, Planning, of our Transportation Plan update. This stage focuses on developing policies that provide more transportation choices for residents and support the Plan's proposed 2050 goals of:

  • increasing trips using sustainable transportation (active transportation and public transit) to 50%
  • achieving zero greenhouse gas (GHG) emissions from transportation
  • eliminating serious traffic injuries and fatalities (also known as 'Vision Zero')

In this phase, three key components of the Transportation Plan update have been presented: the Walking Network, the Micromobility Network and the Street Network.

  • Walking Network: Designed to support pedestrian safety and access, this work identifies where sidewalks are missing and which gaps should be filled first. The long-term goal is to make sure every residential street in Coquitlam has a sidewalk on at least one side, and major streets have sidewalks on both sides (Presented to the Strategic Priorities Standing Committee, June 2025).
  • Micromobility Network: A plan for safe routes for users of bikes, scooters and their electrified forms. The City will build the main parts of this network to connect key destinations such as schools and parks, provide more convenient travel options and link to regional routes. Over time, additional routes will be added when new developments are built. (Presented to Council-in-Committee, July 2025)
  • Street Network: This work aims to provide a street network that is safe and accessible for all users, to optimize and maintain the network for consistent and predictable travel, and to maximize use of existing infrastructure through the use of technology. (Presented to Council-in-Committee, May 2026).

These three components set the foundation for the Transportation Plan that is planned for Council adoption in 2027.

The E-Mobility Strategy will focus the City’s priorities for e-mobility policy and program development, which will inform the Transportation Plan update, while remaining flexible enough to support new forms of mobility and technology Innovations. The E-Mobility Strategy will include short- and long-term actions to better prepare the City for a rapidly changing market that has seen electric bicycles (e-bikes), electric-scooters (e-scooters), seated power scooters and electric vehicles gain increasing popularity around the world. The City is currently participating in the provincial e-scooter pilot project as part of our continuing work to reduce carbon emissions in the community. Learn more at coquitlam.ca/escooter.

The goals of the E-Mobility Strategy are to increase both electric vehicle and e-micromobility adoption, to increase transportation choices and shared vehicle use, and reduce reliance on private vehicles. The expected benefits range from reduced greenhouse gas emissions, healthier lifestyles, less congestion (due to reduced private vehicle use) and lower household transportation costs (due to lower reliance on private vehicles).

In Phases 1 and 2 engagement for the Transportation Plan Update, residents identified road safety as a concern that needed to be addressed. As part of the Transportation Plan, we are developing a Road Safety Program that will serve as our roadmap to creating a transportation system designed with safety in mind. The Road Safety Program will be guided by the principles of Vision Zero and the Safe Systems Approach.

Vision Zero is a philosophy that aims to eliminate road fatalities and serious injuries while ensuring safe, healthy, and equitable mobility for all road users. The Safe Systems Approach is a comprehensive process that addresses all aspects of road safety, including human errors, to prevent predictable and preventable traffic injuries and fatalities. The Safe Systems Approach considers all aspects of road safety, from Road Users, Vehicles, Speeds, Roads and Roadsides, Land Use and Mobility Planning, and Post-Crash Care, to build a safer Coquitlam.

The objectives of the Road Safety Program are to:

  1. Articulate a vision for road safety for Coquitlam
  2. Identify safety improvements for the City’s transportation network
  3. Create a plan for implementing both short and long-term actions

The Program will provide a series of proven actions that align with the Vision, Targets, and Themes of the Transportation Plan, with a focus on reducing fatal and life altering injury crashes to zero within Coquitlam.
