The Southwest Housing Review (SWHR) is a multi-phased project to expand the range of housing options throughout Southwest Coquitlam, helping to create more compact, complete communities, and supporting sustainable transportation choices.
Phase 2 of the project involved creating land use concepts for the three neighbourhood pockets located within the Burquitlam-Lougheed Neighbourhood Plan area: Whiting-Appian, Miller-Grant and Guilby-Grayson.

On May 30, 2022, Council approved the amendments to the Citywide Official Community Plan (CWOCP) and Zoning Bylaw, for the Guilby-Grayson, Miller-Grant and Whiting-Appian neighbourhood pockets in the Burquitlam-Lougheed neighbourhood. The land use concepts for the three neighbourhood pockets evolved over the last two years, through technical analysis, Council feedback, community consultation and input from an inter-departmental City staff review team.
The amendments update the Burquitlam Lougheed Neighbourhood Plan (BLNP), providing new opportunities for multi-family housing that are compatible with the surrounding land uses, and in line with the broader vision for the BLNP of creating compact, complete and transit-oriented communities.
The amendments approved by Council include:
- Land use changes to allow additional density and new park space.
- Policies to support high-density development and density transfers, in certain areas within the Whiting-Appian neighbourhood pocket.
- New streets and greenways.

Next Steps for the BLNP Pockets?
With the updates to the BLNP now approved, rezoning and development permit applications may be submitted to the City for review. Most development in Coquitlam is built by private land owners, and the exact timing of development depends on a number of variables, including market factors and land owner intentions.
Next Steps for the SWHR
The focus of future phases of the SWHR will be informed by the outcomes of the Community Baseline and determined with direct input from Council, an inter-departmental City staff review team and prior public input on the project’s values and objectives collected during Phase 1. A revised project scope and information on ways to engage are expected to be formalized in 2024.
