At the May 16, 2022, Regular Council meeting, the draft amendments to the Citywide Official Community Plan (CWOCP) and Zoning Bylaw for Phase 2 of the Southwest Housing Review (SWHR) were given first reading and referred to Public Hearing. Following the Public Hearing and pending any feedback received at that time, Council will be able to consider adoption of the amendments to the CWOCP and Zoning Bylaw.
How Do I Attend or Participate in the Public Hearing?
- The Public Hearing will be held on Monday, May 30, 2022 at 7:00 p.m.
- You can listen and/or participate at the Public Hearing either remotely (via Zoom) or in person.
- If you would like to provide written input, please submit your comments by no later than noon on Monday, May 30, 2022, to the attention of the City Clerk’s Office, in one of the following ways:
- Email: clerks@coquitlam.ca(External link) with “PROJ 20-145” in the subject line;
- Fax: to the City Clerk’s Office at 604-927-3015; or
- In person: Attn: City Clerk’s Office – please place in one of two City Hall drop boxes (3000 Guildford Way, Coquitlam), located at the underground parking entrance or by the main entrance facing Burlington Drive.

Over the past few years, residents in a number of “neighbourhood pockets” (areas representing a few blocks) have requested the City review the land use designation and redevelopment potential of their properties. The City is engaging directly with these neighbourhood pockets to develop a land use concept for Council’s consideration which is supported by the community and consistent with other City goals and objectives.

Note: For Southwest Coquitlam residents who are not part of a neighbourhood pocket, the review of your property will likely be covered by the other work streams of the SWHR (i.e., Corridor Development Strategy, Housing Choices and Detached Housing Alternatives).

The Corridor Development Strategy (CDS) will establish an overall vision for land uses along select key arterial streets within Southwest Coquitlam and provide guidance for future development along these corridors.
The CDS will identify the supportable types of land uses and development forms in order to guide future residential and commercial development applications. The CDS will take into consideration land use, housing types, form of development, land-use transitions to single family areas, urban design, public space, amenities, transportation improvements and utility servicing. The CDS will also review density bonus provisions along corridors to secure community amenities, rental housing, or cash-in-lieu for additional density.

Exploring housing options for mature residential neighbourhoods is a key focus area of the Southwest Housing Review. This consists of two related work items:

1. Housing Choices Expansion—This component will examine the potential expansion of the Housing Choices Program. This program encourages the development of attached housing options (ie. duplex, triplex, fourplex and multiplex) and provides options for coach houses and narrow-lot subdivisions in specific areas of Southwest Coquitlam.

2. Detached Housing Alternatives—This component will explore respectful infill opportunities (e.g., coach houses, lock-off suites etc.), house sizes and subdivision options that support the evolving character of neighbourhoods in Southwest Coquitlam.
Together, these two components look to improve housing options and livability for residents in mature residential neighbourhoods in Southwest Coquitlam.
