Pipeline Road Active Transportation and Road Safety Improvements

The City of Coquitlam is planning to make active transportation and road safety improvements on Pipeline Road as part of the planned repaving in summer 2025.

This project will reallocate space along Pipeline Road currently used for parking to make space for a separated micromobility lane and provide intersection upgrades to improve traffic flow and road safety at Guildford Way, Glen Drive, Inlet Street, Windsor Gate, and Lincoln Avenue. Once complete, the micromobility lane on Pipeline Road will provide a safe active transportation connection for people of all ages and abilities to Glen Elementary School, Glen Park, other micromobility facilities on Guildford Way and within Town Centre Park and connect to Port Coquitlam’s active transportation network via Woodland Drive and Patricia Avenue, south of Lincoln Avenue. The road safety improvements will help reduce the risk of collisions between people driving, walking and using micromobility.

This project is part of the City Centre Active Transportation Network Plan and helps advance the City’s 2050 goals of having 50% of all trips made using sustainable modes of transportation, and zero serious traffic injuries and fatalities.

Planned Changes to the Road

The proposed changes for the Pipeline Road Active Transportation and Road Safety Improvements include the following:

Micromobility Infrastructure

  • A new two-way micromobility lane on the west-side from Lincoln Avenue to Guildford Way, separated from vehicle traffic by concrete curbs
  • Designated shared e-bicycle and e-scooter parking areas to reduce parking on the sidewalk

Road Safety and Accessibility

  • A new crosswalk at Pipeline Road and Inlet Street
  • Upgrade of the existing pedestrian signal at Pipeline Road and Glen Drive into a full traffic signal
  • New curb ramps, reduced pedestrian crossing distances, and additional crosswalks at Glen Drive, Windsor Gate and Lincoln Avenue to improve pedestrian accessibility, connectivity and safety
  • New turn lanes and signal operations to improve traffic flow and safety, such as no right turn on red and protected left turns
  • Parking and Loading Changes

    • Removal of most on-street parking on the west side of Pipeline Road to create space for the micromobility lane, and to add right and left-turn lanes
    • Addition of some parking stalls on the east side
    • Adjustments to parking time restrictions to facilitate availability in higher demand areas on Pipeline Road, Glen Drive, Windsor Gate, and Eastwood Street
    • Addition of loading zones along Windsor Gate and Pipeline Road for delivery vehicles and pick-up/drop-off of passengers
